Turkish military buildup on Iraq border fuels unease in Washington

May 30, 2007, 5:29 PM (GMT+02:00)

The consignment of 20 tanks from an army barracks near the Syrian border in southeast Turkey to the Iraqi border has sparked speculation about an imminent Turkish incursion against Kurdish PKK rebel bases in northern Iraq. Last week, Turkish prime minister Tayyip Erdogan said he was of one mind with the army over possible military action despite US concerns.

Background

According to Shi’ite tradition, the Twelve Imams, descendants of the Prophet Muhammad’s cousin and son-in-law Ali Ibn Abi Talib, were endowed with divine qualities that enabled them to lead the Shi’ite believers and to function as Allah’s emissaries on earth. However, when the Twelfth Imam Muhammad Al-Mahdi [1] disappeared in 941 CE, his connection with the Shi’ite believers was severed, and since then, the Shi’ites are commanded to await his return at any time.

In the meantime, Shi’ite senior clerics are considered to be the representatives of the Imams, and thus have the authority to handle the affairs of the Shi’ite community, mainly in the religious and judicial spheres, until the Hidden Imam returns to lead the Shi’ite community and deliver it from its suffering.

According to Shi’ite belief, during the period of the Mahdi’s absence (termed ghaibat or “occultation”), no one but God knows the hour of the Mahdi’s return, and no man can presume to foresee when this hour will come. Upon the Mahdi’s reappearance, all wrongs will be righted, divine justice will be instated, and the truth of Shi’ite Islam will be acknowledged by the entire world. (Mahdism) [2]

Aqsa Brigades in revolt against Abbas-Dahlan leadership

Tuesday night, May 29, Israeli forces pinned down and killed the breakaway militia’s Jenin chief Muhammad Marai. A few hours later, Israeli troops fought a Hamas squad hurling explosives and grenades in Tulkarm. The Israeli army has gone into action to decapitate the new group, which calls itself the Martyr Abu Amar (Yasser Arafat) Brigades, before it carries out orders from its Hamas chiefs in Gaza to launch mass-casualty, multiple suicide operations in Israeli cities from the West Bank. Israeli units have fanned out in Ramallah, Jenin, Tulkarm and Nablus.

Tuesday, DEBKAfile’s counter-terror sources reported:

More than 40 pc of Fatah-al Aqsa Martyrs Brigades on the West Bank have rebelled against Palestinian Authority leader Mahmoud Abbas (Abu Mazen) and his senior adviser Mohammed Dahlan and established a separate suicide terrorist militia. The Martyr Abu Amar (Yasser Arafat) Brigades now obeys Hamas Gaza chiefs Hussein Hijaz and Abu Hilas (Abu Maher). They also take orders, as well as explosive supplies and funds, from the Lebanese Hizballah.

Focus on Al-Qaida in North Africa: New Video, Transcript, and Report Available

By Evan Kohlmann

On May 9 and 10, Al-Qaida's Committee in the Islamic Maghreb (AQIM)--formerly known as the Algerian Salafist Group for Prayer and Combat--issued two significant new video releases, including a recorded speech from AQIM leader Abu Musab Abdel Wadoud and footage of its suicide bombing attacks on April 11 in the capital Algiers. In his message, Wadoud explained, "we have decided from now on to execute suicide attacks as our strategic weapon in our confrontation with the enemies. Therefore, in order to carry out this decision, we have sent our orders to the various leaders across different regions, the commanders of our soldiers and the leaders of the brigades and fighting units, to open the door for those who wish to volunteer to become martyrs. Also, we are trying to motivate Muslims and encourage them to the sacrifice themselves in the cause of Allah. We have also asked them to supply any necessary supplies required by the martyrs, and also to help us in choosing precise targets which will help us to achieve our jihadi goals."

Separately, a new report is available for download from the Nine Eleven Finding Answers (NEFA) Foundation website, titled "Two Decades of Jihad in Algeria: the GIA, the GSPC, and Al-Qaida". The report examines the rise of the jihadist movement in Algeria and endeavors to trace its evolution in tactics, ideology, and its developing relationship with Al-Qaida. It includes separate chapters on the following subjects: The Afghan Theater, The Founding of the Armed Islamic Group (GIA), Collapse of the GIA, Arrival of the Salafist Group for Prayer and Combat (GSPC), The GSPC and the "War on Terrorism", The GSPC's Transformation into Al-Qaida, and The GIA/GSPC Operational Presence in Europe.

- English Transcript: Abu Musab Abdel Wadoud - "Where are Those Who Are Committed to Die?"

DEBKAfile: Hizballah head warns Lebanon and Arab world not to tangle with al Qaeda on US behalf. BBC reporter’s kidnappers urge jihadists to help Fatah al-Islam in Lebanon

Al Qaeda’s regional and Palestinian network has come to the surface under the pressure of the Fatah al-Islam-Lebanese showdown in the northern Lebanese Palestinian refugee camp.

Hassan Nasrallah’s dramatic TV speech Friday night, May 25, confirmed that the Fatah al-Islam faction fighting in Lebanon is al Qaeda, at a time when the jihadists’ deepening involvement in the Palestinian cause is taboo for Israeli, Arab and Western spokesmen. Nasrallah bluntly urged the Lebanese army not to storm the Palestinian Nahr al-Bared refugee camp near Tripoli because that would entangle Lebanon in the US war on al Qaeda. The camp and Palestinian civilians would be a red line. “We will not accept or provide cover or be partners in this,” he said. The Iranian-Syrian-Hizballah alliance should support the Sunni group fighting in the Lebanese Palestinian camp, not oppose it.

Al Qaeda's New Front in Lebanon

By Walid Phares

Yesterday in northern Lebanon, a group named Fatah al Islam conducted several attacks against the Lebanese Army, killing (up to) 25 soldiers and losing (up to) 15 members in addition to civilian casualties. The fighting is still raging at this hour. This security development, which could be happening in many other spots in the troubled Middle East, from Iraq to Gaza, and from Somalia to Afghanistan, has however a special dimension. It signals in fact the opening of a new front in the War with al Qaeda’s Terror: Lebanon. Here are the reasons:

DEBKAfile reports: Radical Palestinian groups backed by Tehran and Damascus aid Islamists battling Lebanese troops for third day

These reinforcements have prevented the Lebanese army from breaking down the resistance of the armed Fatah al-Islam fighters in the Nahr al-Bared refugee camp outside Tripoli in northern Lebanon. At least 32 soldiers, 20 Islamist fighters and dozens of civilians have been killed. The Lebanese troops continued pounding the camp Tuesday.

DEBKAfile’s counter-terror sources report that among the groups streaming to the camp since Monday, May 21, are gunmen of Ahmed Jibril’s radical Poplar Front for the Liberation of Palestinian-General Command and Abu Mussa’s breakaway Fatah. Both maintain headquarters in Damascus, notwithstanding US demands to remove them. Jibril is known to draw funds from Tehran. Their armed men could not have crossed from Syria without Damascus’ approval, thus belying Syria’s denial of direct interference in the violence which is posing an acute challenge to the Lebanese army.

The Shifting Balance in the al Qaeda/Salafist Structure

The Los Angeles Times has a story laying out what my sources have been saying for some time: The al Qaeda affiliates in Iraq are now in a more dominant position within the overall al Qaeda structure, in part because of the Iraq organization’s ability to generate funds.

While there are still foreign fighters in the Afghan-Pakistan region, most foreign combatant are choosing Iraq for their combat experience. The Afghanistan conflict is dominated by the Taliban, and there is tension between the Arab fighters and the resurgent Pashtun-dominated group.

This is in part because the Taliban remains focused on its local conflict rather than global jihad objectives. The Taliban is not overly welcoming of outsiders, with many feeling they lost their control of Afghanistan because of al Qaeda.

Dr. Daniel Pipes read one of my essays about the situation in Sweden, and asked my to explain exactly why Swedish authorities are behaving the way they are doing. First of all, maybe I’m demonizing Sweden too much. I write so much about Sweden mainly because I’m emotionally attached to the country since I’m Scandinavian myself. Still, although the Islamic situation is arguably worse in some other countries such as France, Britain and the Netherlands, I think it is accurate to say that there is less real debate in Sweden than in any other country I know of. I suspect that Multiculturalism for segments of the political Left all over the Western world is an anti-Western hate ideology and a continuation of Marxism by other means, but I will also look at some local factors shaping Sweden.

Wij moeten willen offeren in strijd tegen terreur

donderdag 17 mei 2007 11:00

Left-wing Extremists and Salafi-Jihadists in Europe: Brothers in Arms?

By Assaf Moghadam

In recent months, a confluence of several events fueled speculation among some German officials that left-wing extremism in Germany is on the rise and may even turn to violence reminiscent of the terrorism practiced by the Red Army Faction (RAF) in decades past. Although Germany’s Minister of the Interior, Wolfgang Schäuble, today rejected rumors of a renewal of left-wing terrorism in Germany as baseless, one still wonders whether Europe may witness a reincarnation of left-wing terrorism in the near future. Is it possible that left-wing groups and Salafi-Jihadist networks in Europe may cooperate in the future? To that end, it is worthwhile to examine some of the similarities between left-wing extremism rampant in Germany during the late 1960s, 1970s, and into the 1980s on the one hand, and the Salafi-Jihadist movement on the other.

Several events provided impetus to the renewed debate surrounding left-wing extremism in Germany. On March 25, 57-year old Brigitte Mohnhaupt, a member of the “second generation” of the RAF, was released after spending the last 24 years in a German prison for her role in the killing of nine people. A former colleague of hers from the RAF, Christian Klar, asked for an early release, only to be rejected by President Horst Köhler after the latter found him to be unrepentant. German fear that left-wing extremists are planning major disruptions at the forthcoming summit of the G-8 in Heiligendamm heightened concerns of a left-wing terrorist resurgence. In early May, the head of the Office for the Protection of the Constitution (Verfassungsschutz, VS) of the state of Baden-Württemberg, Johannes Schmalzl, noted that the “old spirit of the RAF” was wandering across the “leftist scene.”

Aid for Palestinian poverty or a Middle East arms race?

A plea to end the folly

The Funding for Peace Coalition (FPC) has identified a new and increasingly dangerous trend in the “game of giving” to the Palestinians.
Previously, the Europeans, Americans and other donors had at least pretended that aid was only to be used to reduce poverty, an essential part of the peace process. Leading the Palestinians away from bitterness is still very much needed.

It is impossible to know exactly how much money has already been given to the Palestinians in direct and indirect aid since the Oslo Accords of 1993.
Research efforts of the FPC and others place the figure between $14 and $20 billion. At the low end, that's $1 billion a year or about $4,000 of aid per person– an astoundingly large amount, outstripping any other aid emergency, including Sudan and the Tsunami relief effort.

Darfur in the Arab Press

By: O. Winter

The ongoing massacre in Darfur, which has been raging since 2003, receives scant coverage in most of the Arab media. The few articles that appear on the subject generally minimize the importance of reports on the ethnic cleansing in the region, [1] and most of them characterize the international efforts to stop the bloodshed in Darfur as a Western, American, or Zionist plot aimed at seizing the country's natural resources. [2] Furthermore, the extensive coverage of Darfur in the Western media is portrayed in these articles as an attempt to divert the attention of international opinion from events in Iraq, the Palestinian Authority, and Somalia.

Nonetheless, on occasion some sharply critical articles are published which condemn the Arab media's indifference to the events in Darfur. [3] These articles urge the Arab countries to drop the conspiracy theories and support the international community's efforts to stop the bloodshed in the region.

Olmert Holds Army Back in Face of Imminent Hizballah, Hamas Threats and Buildup

Israeli prime minister Ehud Olmert and foreign minister Tzipi Livni staged a revealing scrap of asides behind open microphones and TV cameras Monday, May 8.

She said the army chiefs was complaining the politicians were holding them back from dealing with the Palestinian Qassam missiles flying daily from Gaza. He replied: Tell them to take it easy.

Less than a week after Livni told Olmert to resign over the Winograd panel’s deadly criticism of his handling of last year’s Lebanon War, the duo were ready to act out a piece of theater and a course of military passivity. Neither seriously wants to hear what the army has to say – and not just the chief of staff, as in last year’s conflict, but the different views of commanders, as the panel advised. They are too preoccupied with personal survival maneuvers to attend to urgent security issues.

The Muslim Brotherhood's Big Lie

Almost since the beginning of the current debate over the nature of the Muslim Brotherhood and engagement vs. confrontation policy with the “moderate” group, one theme has been repeated by those who favor dialogue with the group. Unfortunately, the central argument is a fabrication, spun by the Muslim Brothers seeking to blunt the history of its support for violent jihad.

The campaign to portray the Brotherhood as a moderate, non-violent political force is predicated on the notion that the Brotherhood has turned away from the radical teaching of Sayyid Qutb and embraced a more moderate theology that now supposedly holds sway. Unfortunately, this line, while demonstrably untrue, has been seized on by academics and policy makers anxious for some type of engagement with the “moderate” Muslim world.

In a nutshell, the argument, put forth by Leiken and Brooke in their controversial Foreign Affairs piece, as well as James Traub in the New York Times Magazine and others is this: That the radical tract Milestones , written from prison by Brotherhood leader Sayyid Qutb calling for violent jihad against non-Muslims, particularly the West, and apostate Muslim regimes, has been repudiated, at least tacitly, by the current Brotherhood.

Terrible death of a 17 year old Girl

The Result of European Unification Will be War

A comment from “Archonix” (an Englishman) at Gates of Vienna, 30 April 2007

[T]he EU economies are not substantially better than they were in the 90s. Many are at the same level, others are worse. Ask any Italian what he thinks of the economy at the moment and if you're lucky he’ll just shout at you for a few hours. The only reason your dollars don’t seem to go far any more is because the dollar has fallen significantly, not because the euro has risen. The euro is placing a massive inflationary burden on the EU economies, which no longer have the mechanism of altering interest rates in order to control inflation.

Further, there is no mechanism for national debt transfer, as exists in the US, which places further inflationary pressure on individual member states. This pressure is compounded by inflation in members states that are net recipients of EU funding (Spain and Ireland as examples) who are able to cut taxes to miniscule amounts because they’re getting funded by the other EU member states. All of this is combining to produce an inflationary economy with no control mechanism. Unemployment has risen constantly within the euro zone since the euro was introduced, and productivity has fallen just as constantly. National debts are going up, taxes are rising, GDP is falling.

Towards a Totalitarian Europe

Former Soviet dissident Vladimir Bukovksy has warned that the European Union is on its way to becoming another Soviet Union. When people who have worked on higher levels in the EU system note similarities as well, it is time people start taking this idea seriously.

In 2002 Louis Michel, the then Belgian minister of foreign affairs and today a member of the European Commission, told the Belgian parliament that the EU will eventually encompass North Africa and the Middle East as well as Europe. The MEDA programme, the principal financial instrument for the implementation of the Euro-Mediterranean Partnership, between 2000-2006 spent €5,350 million on its various programs, according to the EU’s official website. During the period 1995-1999, some 86% of the resources allocated to MEDA were channelled to Algeria, Egypt, Jordan, Lebanon, Morocco, Syria, Tunisia, Turkey and the Palestinian Authority.

Turkish PM Tayyip Erdogan calls for ntional unity Monday amid clash over presidency between government and secularists

Foreign minister Abdullah Gul refuses to withdraw his candidacy despite massive opposition including a demonstration of hundreds of thousands in Istanbul Sunday shouting Turkey is secular and will remain secular. The European Union has said the pro-secular army’s threat to intervene in the presidential election could damage the country’s prospects of joining the EU. Monday, the Turkish stock market plunged 8% over the crisis and the lira fell.

Friday, an opposition boycott denied Gul the two-thirds parliamentary majority he needs for election, accusing him of pro-Islamist proclivities. The constitutional court must deliver a verdict ahead of the second round of voting Wednesday.

The army has staged four coups in the past 50 years against Islamist-leading governments in defense of the secularist values established by Kemal Ataturk in modern Turkey. The opposition wants an early election to oust the ruling Justice and Development party

Lessons from Madrid and London

By Lorenzo Vidino

A British court today sentenced to life in prison the five “Fertiliser Plot” men, mostly British-born and Pakistani-trained militants who were planning to blow up targets in London (including a nightclub, power plants and shopping mall) with half a ton of ammonium nitrate and other substances. As a consequence today the MI5, finally free to disclose its information without jeopardizing the case, released new information about the links (some of them already known) between the Fertiliser Plot and the 7/7 bombers.

The information is quite detailed, but, in a nutshell, the MI5 revealed that two of the 7/7 bombers, Mohammed Siddique Khan and Shehzad Tanweer, had been seen with Omar Khyam and other Fertiliser Plot members in early 2004. Khan and Tanweer were taped discussing ways to raise money through fraudulent schemes but, since no specific mention of an attack was made, the MI5 decided not to investigate them. As the Intelligence and Security Committee’s Report into the London Terrorist Attacks has already pointed out, “in light of the other priority investigations being conducted and the limitations on Security Service resources, the decisions not to give greater investigative priority to these two individuals were understandable." Given its limited resources, MI5’s decision not to divert human resources to investigate individuals that, while clearly interested in jihadi activities and intentioned in committing crimes to support them, did not constitute an immediate threat, was probably a sound one and second guessing it today is as easy as useless.
